在新加坡举行的福田康夫•温家宝会谈在友好气氛当中进行,双方就加速东海油田问题交涉达成一致。关于这个问题的具体解决方案现在还在摸索当中。本文旨在提出一个方案,就是将两国共同开发所得收益(资源税部分)作为环境保护基金用于中国的环境改善。
