东海气田问题的解决方法
先构筑“搁置主权”的合作框架，然后制定共同开发方案
今年４月，中国国务院总理温家宝访问日本期间与日方就妥善处理东海问题达成共识，表示中日双方将根据互惠原则、在双方都能接受的较大海域进行共同开发；双方根据需要举行更高级别的磋商；加快磋商进程，争取在今年秋天就共同开发具体方案向领导人报告。本月11日开始第10轮磋商，但中日双方分歧较大，前景不容乐观。症结何在，有何法以解决?
